INMETRO introduces a dedicated import licence for factory-made product sets

Brazil is adding a dedicated import-licensing model for factory-made product sets. Siscomex Import Notice 095/2026, published on 3 September and updated on 4 September, introduces LPCO I00207 and administrative treatment I0927 from 8 September 2026. The notice ties the new treatment to value 01, for products subject to object registration, in the INMETRO licensing-reference attributes ATT_13200 or ATT_13241. Its scope is registered products imported in the qualifying set configuration.

The defining condition is the manufacturing site: every product in the set must be made there and combined into a single package there. Our practical reading is that a distributor assembling a commercial bundle from several factories cannot assume it qualifies simply because it has one box or SKU. Ask the supplier for a component list, manufacturing-site details and confirmation of where packing takes place, then have the Brazilian importer check the configuration against the applicable product regulation.

Start the operational check in Portal Único. INMETRO's guidance directs importers to the LPCO administrative-treatment simulator using the NCM code; Classif also exposes the applicable controls under the IMP action and TA tab. Record the result for the actual product and selected attributes. This gives the importer and customs broker a shared basis for choosing the licence model, instead of carrying forward a template from a previous shipment. The supporting data deserves the same attention. INMETRO requires the Product Catalogue to be completed before the LPCO is registered. Its data-quality guidance says the manufacturer's legal name, address and country in the catalogue, and the brand, model and description in the LPCO, should match its official records. The registration holder can provide the relevant data. Reconcile these fields with the supplier before filing, and assign one person to resolve any mismatch between the factory information, registration and import documents.

For an EU supplier, the useful next step is a joint review of the next set shipment: establish eligibility, confirm the applicable control in Portal Único and give the importer consistent product data. Doing this before dispatch is a logistics precaution; INMETRO's general guidance says it does not require licensing before shipment for its regulated products. The new model alone provides no basis for promising faster clearance or lower fees.
