Brazil adds an INMETRO licence check for microphones in children's audio devices

From 1 October 2026, imports under the new NCM 8518.10.20 must carry the Siscomex Product Catalogue attributes ATT_13200 and ATT_2319. If ATT_2319 is set to value 01 — use in a battery-powered children's audio device up to 24 V — the operation is subject to INMETRO licensing according to the selection in ATT_13200. In Portal Único this appears as a 'Requires LPCO' treatment; in the legacy LI/DI flow it is NCM highlight 001. INMETRO states that its licensing is not required before shipment, but the catalogue must be completed before the LPCO request.

Brazil has added an INMETRO import-control path for a specific microphone use. From 1 October 2026, the new NCM 8518.10.20 for other microphones without a stand is linked to mandatory Product Catalogue attributes ATT_13200, 'INMETRO licensing reference', and ATT_2319, 'Detail'. When ATT_2319 is value 01 — for use in a battery-powered audio device up to 24 V for children — the import is subject to the INMETRO treatment determined by the value selected in ATT_13200.

This is a tariff-classification remap, not a new rule for every microphone or every children's electronic product. Gecex Resolution 926/2026 split products previously classified under NCM 8518.10.90 between the new 8518.10.20 and the remaining 8518.10.90. Siscomex then mapped the regulated children's-audio use to the new code, citing INMETRO Ordinance 302/2021 on toys. Suppliers and importers should therefore confirm the product's actual classification and intended use rather than infer the control from a catalogue name alone.

The filing route matters. In Portal Único, the importer completes ATT_13200 and ATT_2319 in the Product Catalogue; the selected combination can return 'Requires LPCO' and identify the applicable model. In the legacy Siscomex Importação LI/DI flow, NCM 8518.10.20 now has highlight 001 for the same children's-audio description. A template built around the former 8518.10.90 code should not be reused without checking which declaration system and treatment apply to the shipment.

Before filing, give the Brazilian importer enough technical evidence to distinguish the product: whether the microphone has a stand, the voltage limit, the power source, the host device and whether that device is intended for children. The importer should run the live INMETRO treatment simulator, complete the Product Catalogue, select the correct LPCO model, pay the GRU and wait for the decision in Portal Único. INMETRO expressly says it does not require licensing before shipment; reviewing the file before dispatch is sensible logistics, not a statutory pre-shipment licence requirement.

The practical risk is a mismatch between the supplier's specification, the new NCM and the importer's selected attributes. It is not a blanket import ban, but it can interrupt the intended clearance process until the catalogue and licence route are corrected. EU makers of children's audio products should review one real SKU with their Brazilian importer and customs broker now.
