RSB EU RED adds a recognised route for Brazilian e-fuels from 5 November

Oct 26, 2026 · 5 min read

In short

Commission Implementing Decision (EU) 2026/2316 enters into force on 5 November 2026, replaces Decision 2022/607 and recognises the RSB EU RED voluntary scheme until 5 November 2031. It continues the evidence route for biofuels, bioliquids and biomass fuels and confirms coverage for renewable fuels of non-biological origin and recycled carbon fuels. The scheme has global reach, but an operator must still pass an independent audit for the relevant scope. Recognition proves specified Renewable Energy Directive criteria; it is not a product approval, a sales guarantee or a substitute for other EU fuel, transport, customs or sector rules.

From 5 November, a Brazilian renewable-fuel producer can use an expanded RSB EU RED route to demonstrate selected EU sustainability and greenhouse-gas requirements. Commission Implementing Decision (EU) 2026/2316 renews recognition of the voluntary scheme, replaces the 2022 decision and applies until 5 November 2031. The material change is clearest for renewable fuels of non-biological origin, such as qualifying renewable hydrogen and e-fuels, and for recycled carbon fuels: both now sit expressly inside the recognised scope alongside biofuels, bioliquids and biomass fuels.

The recognition is precise rather than general. For biomass-derived fuels, an audited consignment can evidence the Renewable Energy Directive's sustainability and greenhouse-gas-saving criteria, low indirect land-use-change risk where relevant, and the transfer of accurate emissions data through the chain of custody. For RFNBOs and recycled carbon fuels, the scheme can evidence the production and electricity-origin rules under Delegated Regulation (EU) 2023/1184 and the greenhouse-gas methodology under Delegated Regulation (EU) 2023/1185. The Commission lists RSB with global geographic coverage and full-chain coverage, although forest biomass remains outside its recognised scope and biomethane coverage stops at the production unit.

An EU decision recognising the scheme does not certify a plant or approve a fuel by itself. Each participating economic operator must fall within the applicable RSB standard, preserve traceability and chain-of-custody data, calculate emissions with the accepted method and pass an audit by a certification body whose accreditation covers that work. A certificate also does not replace fuel-quality specifications, customs formalities, buyer qualification, ReFuelEU Aviation or other sector rules. It supplies one recognised body of evidence for RED compliance; the underlying product and transaction must still satisfy every rule that applies to them.

The useful starting file is operational, not promotional. Define the exact fuel and feedstock or electricity route; map every producer, processor, storage site and trader whose data enters the claim; document mass-balance and traceability controls; and rebuild the greenhouse-gas calculation from source records. RFNBO projects should separately test renewable-electricity sourcing, temporal and geographic correlation and the applicable savings threshold. Before signing, ask the certification body to confirm in writing that its current accreditation covers RSB EU RED, the fuel category, the relevant countries and any greenhouse-gas verification required.

Treat RSB as one route to compare, not a default badge. Put its scope, audit readiness, certification-body availability, buyer preference, timing and cost beside other Commission-recognised schemes, then test the choice against one real EU offtake chain. That comparison should happen before a sales contract makes a particular certificate or delivery date binding. An Opportunity Scan can map the Brazilian operation, EU buyer and missing evidence to show whether RSB EU RED shortens the route or simply adds another audit.
