Brazil’s new RASOE strengthens the EUDR evidence pack — but does not replace it

Brazil’s RASOE is an official report from the AgroBrasil + Sustentável platform that consolidates federal socio-environmental checks for agricultural export operations. Brazilian producers can use it to support EU buyers’ EUDR files, particularly on legal production and land-related risk. It does not replace plot geolocation, supply-chain traceability, risk assessment or the EU operator’s due diligence statement.

Brazil has created a useful new evidence layer for agricultural exports. Camex Resolution CEC No. 17 of 8 September 2026 recognises the Relatório de Análise Socioambiental para Operações de Exportação, or RASOE, as an official Brazilian-government instrument for analysing socio-environmental requirements in export operations. The report is issued through the AgroBrasil + Sustentável platform. For exporters of EUDR-covered goods, it can make part of the compliance file more structured and easier for an EU buyer to review.

The value lies in the underlying checks. AgroBrasil + Sustentável cross-references federal data on rural registration and land geometry, environmental status, IBAMA embargoes, monitored deforestation, labour restrictions and overlaps with indigenous, quilombola and protected areas. RASOE is intended to show whether the federal databases consulted reveal legal impediments to production and sale. Keep the report together with its identifiers, issue date and source records: it is evidence of what the official systems showed at a particular point, not a permanent guarantee.

The boundary is just as important. RASOE is not an EU approval and does not transfer responsibility away from the operator placing goods on the EU market. EUDR still requires covered products to be deforestation-free, produced legally and supported by the applicable due diligence filing. The EU file still needs the required geolocation for all production plots, product and supplier traceability, a risk assessment and mitigation where risk is not negligible. A clean RASOE can support those conclusions; it cannot make them on the buyer’s behalf.

Use the report as one component in a joined-up shipment file. Match the rural establishment in RASOE to the farms, suppliers and batches in the commercial chain; reconcile CAR and other land identifiers; retain production dates and plot coordinates; and give the EU customer a clear index of the evidence. If the platform reports a gap or a non-conformity, resolve the underlying record or add the appropriate official evidence rather than treating the report as a failed certificate. Resolution CEC No. 17 expressly leaves room for other official databases.

The timing makes this worth doing now. EUDR applies from 30 December 2026 to large and medium operators and from 30 June 2027 to most micro and small operators. Brazilian exporters should ask each EU customer what evidence format and refresh cycle it will accept, then test one real supply chain before the deadline.
